Why Independent L2 Testing Is the Most Underrated Line Item in Data Center Commissioning

Our team has spent the better part of two decades around switchgear rooms, panel boards, and commissioning checklists. Enough of them to notice a pattern. The projects that run into trouble at handover almost never fail because of a design flaw. They fail because something small was missed early, and nobody caught it until it was expensive to fix.
We saw this pattern play out clearly on a recent three-phase MEP testing and commissioning engagement at a large data center project in Mumbai. Across the build, from the lower floors through the top, we handled Level 2 through Level 5 testing at different stages, and what we found is worth sharing. Not as a case study in someone else’s mistakes, but as a warning every data center owner and general contractor should read before their next handover.

What Documentation Gaps Really Cost

Design and documentation issues showed up first. OEM panel drawings that didn’t match what was actually installed on site, feeder ratings and CT ratings that told two different stories depending on which document you trusted. A protection scheme, the 64REF relay logic, wired so incorrectly it had to be rebuilt from scratch. As-built drawings that didn’t match the as-built.
None of these are dramatic on their own. Together, they’re how a commissioning timeline quietly turns into a rework timeline.

When Installation Defects Turn Into Safety Incidents

The installation defects were harder to ignore. PDU panels caught fire during initial charging. LT panels saw fire incidents from line-to-line shorts. On both, Level 2 testing had been handled by other parties or OEMs themselves, and the gaps only surfaced once we were brought in for Level 3.
Then there was the CT polarity issue, reversed on roughly half the units across an entire floor, which meant every reading downstream was suspect until it was corrected. And in one moment that still stands out to the team on site, an earth switch came within a hair of closing onto a live supply. A near-miss, not an incident report. But it easily could have been the latter. This is exactly what electrical safety in data centers comes down to, not a compliance checkbox, but operational risk that has to be managed before it becomes a headline.

The Common Thread

Every one of these gaps traces back to the same root cause. Level 2 testing that wasn’t independently verified. When L2 is left entirely to the OEM or the installing contractor, there’s no second set of eyes checking their own work before it gets buried under the next few floors of construction. By the time Level 3 begins, the cost of finding a mistake has already multiplied, in rework hours, in schedule delay, and in some cases, in real safety risk.

What We Fixed, and What It Took

Rebuilding the 64REF protection scheme and correcting the drawings. Validating painstakingly each and every BMS alarm list from the ground up. Redesigning the interlock logic between the switchgear and the building, the fix that came directly out of that near-miss. Verifying and correcting CT polarity across every affected panel. None of this was in the original commissioning plan. All of it was necessary, and none of it should have been.

The Recommendation We Would Give Any Data Center Owner Today

Assign Level 2 checks to an independent third party, not the OEM. Mandate factory inspection and tagging before L2 begins. Bring in an experienced system integrator early enough to catch design-to-execution gaps before they’re poured into concrete and conduit. Build a standardized QA/QC protocol and enforce it the same way across every phase.

Commissioning isn’t the final step of building a data center. It’s the first step of running one safely.
